Overview The Securities and Commodities Authority (SCA) was established in 2000 based on the Federal Law No. (4) of 2000 as the federal financial regulator overseeing the country’s capital markets, the SCA is responsible for regulating and monitoring the UAE’s financial markets, the Abu Dhabi Securities Exchange (ADX) and Dubai Financial Market (DFM).
